Rhonda Jo Carter, 72, of Hot Springs Village, Arkansas, passed away on April 3rd, 2026 in Hot Springs Village.
Viewing will be Sunday, April 12 from 5 pm – 7pm and Monday, April 13th from 9:00 am – 11:00 am at Hamil Family Funeral Home, 6499 Buffalo Gap Road in Abilene, TX.
Graveside funeral services will be held at 2:00 pm on Monday, April 13th, at the Rule Cemetery located at 476 CR 128 in Rule, TX. Services are under the direction of The Hamil Family Funeral Home.
Rhonda was born in Knox City, Texas to Joan Billings and Buck Meinzer on March 31st, 1954. She attended Baird High School and was one of the most talented and beautiful twirlers to ever grace the field before moving to Abilene, TX to graduate from Abilene High School. After high school, Rhonda embarked on her most important role by bringing her son, Michael Brandon Gibbs, into the world. In addition to motherhood, Rhonda took on many work challenges. She was a television weather girl, a radio disc jockey, an office manager, and an oilfield roustabout. She could do it all. Rhonda was outgoing, passionate, and excitable. She was a gifted encourager and an excellent listener. She loved genuinely and deeply, and she was not afraid to let her feelings show. Rhonda found joy in lifting others’ spirits, and she was quick to praise based on true and recognized merits. Rhonda could find humor in just about everything; even when it ought not be found, and she absolutely perfected the “Webb Laugh.” She was one of a kind. Her laughter, love, and encouragement will be greatly missed. Rhonda’s most important decision was placing her faith in her Savior, Jesus Christ. Because of this, she began rejoicing in his presence on Friday, April 3rd, 2026.
Rhonda was preceded in death by her mother, Joan Billings, her father, Walter Buck Meinzer, her stepmother, Betty Reeves Meinzer, a niece, Sara Phillips, and the last love of her life L.P. “Pat” Carter.
Rhonda is survived and celebrated by her son Michael Brandon Gibbs and wife Joy of San Angelo, her two grandchildren Brennon Gibbs and Bryana Gibbs of San Angelo, sisters Celeste Rooney and husband Bill of St. Louis, Missouri, and Pam Meinzer of Arlington; brothers Walter Greg Meinzer of Fallon, Nevada, Joe David Meinzer and wife Sheryl of Lubbock, Walter Buck Meinzer, Jr. and wife Jennifer of Midlothian, John Baum and wife Linda of Coleman, Jim Baum and wife Kelly of Albany, and Jeff Baum and wife Kelly of Lubbock. Rhonda is also survived by her stepfather and friend, Donald Billings of Hot Springs Village, Arkansas and many nieces, nephews, and cousins.
Pallbearers will be Michael Gibbs, Brennon Gibbs, John Baum, Jim Baum, Jeff Baum, and Parker Baum.
Memorials may be given in Rhonda’s memory to any entity that helps care for and/or rehome animals.
