Billie was born in Haskell, Texas to Sybil Homer Hudson Prickett on July 26, 1943. She graduated from Abilene High in 1961. She married William Alton McKinnon on September 2, 1961, in Abilene, Texas at College View Baptist Church. She earned her bachelor's in psychology and a master's in human resource management from Abilene Christian University followed by further education at University of Texas in Austin and Texas Women's University. Billie worked in counseling and management for Texas Rehabilitation Commission in service to the state of Texas for 41 years. During this time, Billie was also an instructor in psychology at Cisco Junior College. Following her career in service for the state of Texas, she worked for eight years to finish out the last chapter of her professional career at Advocacy Inc.

Billie had many hobbies and interests. Her most treasured interests and loves were her two children, Melissa and Kyle, and being the Greatest "Ome" to her 7 grandchildren. Their successes and her contribution to their lives are her "Legacy!" Each one of her grandkids were undoubtedly her "favorite" (as she told them all regularly). Her greatest joy and priority was being their "Ome." The kids loving referred to her silly personality as "Ome's Nuts."

She had a love for traveling and made many of these trips with her life-long friend, Betty McBride. Her travels took her to 48 of the 50 states and several countries. She also enjoyed game nights with her sister Tommie, her aunt Bernita, and other fun women in her life. She also treasured and valued the life-long friendship and bond with her closest friends, Mike and Rhonda Mayfield and Betty McBride.

Billie was preceded in death by her mother, Sybil Homer Hudson Prickett, William Alton McKinnon, and Bernita Hughes.

Billie is survived by her daughter Melissa Beyer and son in love, Randy Beyer, her son Kyle McKinnon and her daughter in love, Brandi McKinnon, her 7 grandchildren, Blaine Beyer and Bekkah, Emilee Hammond and Coleman, Kyleigh Beyer and Brendon, Maddison Mckinnon, Mallory McKinnon, William "Drake" McKinnon, Dagan McKinnon, several great-grands, her sister, Tommie Young, and Randy and Chris Young.

Honorary Pallbearers will be John Stowe, Oren McGrew, Mike Mayfield, and Randy and Chris Young.
